SUBJECT: Request for comments to extend the effective date for certification requirements for central station automation systems for certificate service subscribers for central stations, this bulletin is pertinent only for those that operate a monitoring facility.
An industry review notice dated June 30, 2003 was distributed regarding the new and
revised requirements in UL 1981, effective June 30, 2005. Subsequently the effective date
for the applicable revisions in UL1981 2nd Edition was changed from June 30, 2005 to
December 31, 2007. The notice also referenced that UL was considering moving
requirements that pertain to the Central-Station Alarm Services from UL 1981, Standard for Central-
Station Automation Systems to UL 827, Standard for Central-Station Alarm Services.
After review of both standards, it is noted that both the UL1981 and UL827 Standards
are in need of revisions with respect to automation systems used today. There are also
significant overlap of requirements that pertain to the establishment and maintenance of
Central Station facility automation systems between both Standards. It is not typical for
UL to include different requirements in a reference Standard to the base-certification Standard,
as is the case between UL1981 and UL827. In light of the need to update the Standards and the overlap of requirements, UL will
establish task groups for both the UL 827 and UL 1981 Standards for the purpose of
moving the Central Station facility requirements from UL1981 to UL827 and to propose
new requirements to both Standards to make them current to today’s technology.
The Central Station requirements contained in UL 1981 will be brought forward as
proposals to UL 827. All Central Station requirements will be removed from UL 1981
in the new Standard revision cycle.
For the applicable revisions (see the following table) to UL 1981 that pertain only to the
software requirements, UL is proposing to extend the effective date to December 31, 2011
For the requirements in UL1981 that pertain to Central Station facility automation systems,
UL is suspending the requirements pending the upcoming review and revisions to both
Standards.
