SONCAP Certification
 SONCAP is short for Standards Organization of Nigeria Conformity Assessment Program. SONCAP is a new policy to avoid unsafe and unqualified products from importing by Nigeria federal government.
SONCAP was published on Sep 1st and formal implement on Dec 1st, 2005.
Restricted products classify as below:
1. All electrical and electronic products that could be used by members of the public whether in their homes or otherwise e.g in residential, office, retail, leisure etc Environments. Examples include, but are not limited to, household appliances, IT products, communication products, lighting products, audio-visual products
2. Motor vehicle tyres
3. Automotive glass
4. Vehicle spare parts
5. Motor vehicle batteries
6. Gas Appliances
7. Toys
8. Certain galvanized steel products
9. Food and Food Products
10.Chemicals
SONCAP is a quality evaluation and certificate procedure used for the importing some classified products to Nigeria. The entire products list above should compliance with NIS instructions or other certificated international standard before shipping.
The aim of the SONCAP is protect native customers from disturbing by the unsafe or unqualified products. Most of unsafe or unqualified products from customer side classified above are from importing.
The aim of the SONCAP is ensure the quality of importing products compliance with acceptable instructions. Meanwhile, the government institution is easy to control the product quality with SONCAP.
SONCAP scope：

Ensure restricted products compliance with relevant Nigeria Industry Stand or other

International Certification Standard.

SONCAP procedure ：
SONCAP requires the quality of products should pass two steps of the certification process in order to meet the NIS、ISO、BSI、IEC special standards.
Two steps of certification process：
1、 Product Certification
2、 SONCAP Certification>：SONCAP
For the first step, product certification applies to importing the restricted product for the first time. Importers provided the Product Certificate with three years of validity. After that, request the Form “M”.
For the second step, SONCAP apply to lot production before shipping.
SONCAP Certificate is the necessary legal document for restricted products custom clearance. The importing goods may delay or even refuse to custom clearance with out SONCAP Certificate. Another key point, restricted products must compliance with the other present importing processes, such as pre-shipment inspection (PSI).
SONCAP provided two methods to get SONCAP Certification for importers.
1. Substantiated Declaration, apply to the products totally compliance with Nigeria National Standard.
Importers should send a set of Test Report, Request for Product Certification and RFPC to Nigeria representative office in local place before shipping.
if the Test Report passed, the importer would get a product certification with three years of validity.
After that, importers only need to provide a full set of Request for Shipment Certification and Final Invoice for custom clearance in every order.
2. Unsubstantiated Declaration, apply to the importers couldn’t provided Substantiating Test Report.Importers should provide the contract detail of authorized lab which tests the restricted products to representative office. If the Test Report passed, the importers should send a set of Test Report, Request for Product Certification and RFPC. Pass the examination, the importers would get a product certification with three years of validity. After that, importers only need to provide a full set of Request for Shipment Certification and Final Invoice for custom clearance in every order. |
